The proposed
revisions associated with the NPRM on NHTSA's Theft Prevention
Standard are not approved at this time. OMB is deferring action
until NHTSA has had an opportunity to consider public comments on
the NPRM and finalize this rule. In its next submission, NHTSA must
provide an explanation as to why it would be inappropriate or
inefficient to provide a paperless option for 49 CFR Parts 565 and
567 submissions, consistent with GPEA. Also, in presenting
estimates of reporting burden, NHTSA should ensure that no
time-based hour burdens are reflected in the cost burden. NHTSA is
also reminded of the requirement to submit collections of
information in NPRMs on or before NPRMs are published in the
Federal Register. See 5 CFR 1320.11(b).

efficiency of vehicle recall campaigns and to deter motor vehicle
theft.
