this test. A detailed analysis of race and Hispanic origin
responses is requested (especially multiple Hispanic origin
responses as well as an analysis of the item response for each of
the cues/examples listed in the race and Hispanic origin questions.
The script for the telephone survey does not need to fully repeat
the OMB information provided in the advance letter. See email from
Jay Waite to Susan Schechter for clarification on the sample
design/power analysis described in the ICR Justification (email
dated 10/10/02).

The Census Bureau needs to identify 1.
An optimal set of modal strategies to increase self-enumerated
response, and 2. question wording that will lead to improved
self-reporting of both race and Hispanic origin. The 2003 National
Census Test is the first step in this process. Achieving these two
goals will improve data quality and reduce costs for Census
2010.
