MMS uses the information to determine
the conditions of a drilling site to avoid hazards inherent in
drilling operations. We use the information to evaluate the
adequacy respondents' drilling, well-completion, well-workover, and
well-abandonment plans and equipment ot determine if the proposed
operations will be conducted in an operationally safe manner that
provides adquate protection for the environment, as well as to
ensure conformance with the leases provisions. Respondents are
Federal OCS lessees and operators.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
