The estimated
number of annual responses and burden hours increased significantly
in this ICR submission (by 282,679 and 54,721 respectively). OSHA
has changed its burden calculation to use number of cranes and
derricks rather than number of construction sites. OMB commends
OSHA on its efforts to develop a more accurate burden estimate and
reminds OSHA that accurate burden estimates are an important part
of compliance with the PRA. We encourage OSHA to revisit other ICRs
to verify that all burden is correctly identified. This collection
is approved for 18 months. OSHA will review its use of
certification records this fiscal year. Prior to resubmission of
this package OSHA will discuss with OMB the results of its review,
including the practical utility of the certification records to the
Agency, and any plans to eliminat any requirements found to be
outdated or obsolete.
