Approved for one year. Upon resubmission, ED will incorporate the
Department's long-term and annual performance goals for this/these
program(s) into this grant application. The grant application will
make an explicit link between the application's requirements and
these performance goals. Specifically, the grant application should
list the program goals in detail, and explain the performance
measures that will be used to determine progress toward these
goals. The measures should be considered to be a minimum data set
that grantees should be collecting from the outset of the grant. In
evaluating the grant proposals, ED should determine the grantees'
ability to comply with the data collection requirements when
determining which grantees to fund. Establishing measures at the
outset will allow all grantees to set up procedures to collect
identical data from the outset of the grant program, allowing
easier evaluations to occur down the line. If the Department
believes that, in the case of this program, it is inappropriate to
include long-term and annual performance goals, the Department
should submit an explanation for OMB review prior to the start of
the 60 day public comment period for the next submission of this
application package.

NIDRR provides grants for research and
related activities in Rehabilitation of Individuals with
disabilities. The grant application package contains program
profiles, standard forms program regulations, sample rating forms,
and transmitting instructions. Applications are primarily
institutions of higher education, but may also include hospitals,
State Rehabilitation education agencies and voluntary and profit
organizations.
