This rule expands the scope of the NPDES and ELG regulations for Concentrated Animal Feeding Operations (CAFOs) by regulating land application of manure, litter and wastewater generated at these facilities. The rule expands the type of facilities covered to include dry chicken manure and immature animal opera- tions. The rule also requires all facilities defined as a CAFO to apply for an NPDES permit.
