As NHTSA
acknowledged in its Reg Flex analysis of the early warning final
rule, there is uncertainty regarding the number of small businesses
that would be subject to the more stringent reporting requirements.
NHTSA therefore plans to conduct a review of the industry. OMB
requests that NHTSA report its findings in subsequent requests for
OMB approval of this colletion, particularly as they relate to
NHTSA's estimate of the reporting burden imposed on small
businesses. With respect to the applicability of the Data Quality
Act, OMB notes NHTSA's statement in its supplemental response to Q.
A-2 of the supporting statement: "Regarding this particular
information collection request under the Paperwork Reduction Act,
NHTSA has reviewed the relevant procedures for the collecion and
analysis of the subject information, and believes that the
information in question will meet the requirements of the Data
Quality Act guidelines of both OMB and DOT. This expectation will
be confirmed by the agency in the course of its pre-dissemination
review, per the guidelines."
