Withdrawn at the request of Wayne Eddins to continue working on outstanding issues that HUD has not been able to yet provide sufficient answers to. This package has been in violation since 4/98, and must be reported as such in this year's ICB response from HUD. HUD should resubmit this package promptly, addressing all OMB questions in the resubmission, in order to remedy this violation quickly. HUD shall also work to ensure that no such future violations occur.
