The proposed provisions of Title 38 CFR 21.8014 would allow a child to apply for vocational training benefits in any form the child wants. The application must contain certain information that allows Department of Veterans Affairs employees to identify the associated records necessary to process the claim and award the benefit. The proposal includes a new category of children who are made eligible as a result of Public Law 106-419.
