with 5 CFR 1320, OMB is withholding approval of the information
collection. Prior to the publication of the final rule, the agency
must provide to OMB further information about the specific
information required to be disclosed through labeling, the nature
of the disclosure, and the applicability of 5 CFR 1320.3(c)(2). The
agency must also provide additional information on the regulatory
requirements related to "other forms or documents" and a summary of
all comments received on the proposed rule related to the proposed
information collection requirements.

Implementing our various quarantines
often requires us to collect information from individuals and
inspectors involved in growing, packing, handling, inspecting,
treating, importing, and transporting plants and plant products.
When new commodities are approved to enter the US, we collect
information about the commodity before entry of each shipment. The
information we collect serves as supporting documentation ensuring
that injurious plant diseases and insect pests to do not enter or
spread within the US.
