Approved as a preliminary implementation study only. Data from this study can only be used to make comparisons among the demonstration sites. Generalizations about the effectiveness of the programs overall cannot be made. These data are all correlational in nature. No causal conclusions should be drawn from these data. In discussing the results of this study, ACF shall describe the limitations of the investigation, including: (1) the lack of a control group; (2) the purposive sampling of program demonstration sites; (3) the lack of standardized data across program sites; (4) the fact that data on fathers reflects only those fathers who chose to participate in the program. These fathers are not representative of all fathers of children in Head Start programs. ACF has made changes to the study consistent with memos and phone calls, including changes to the Race/Ethnicity questions so that the questions are consistent with OMB guidelines. ACF is reminded that this study falls under the data quality guidelines; all publications of these data should meet HHS's standards in their data quality guidelines.

ACYF, in partnership with the Office of Child Support Enforcement (OCSE), recently funded 21 Early Head Start gtantees to develop and implement creative practices to increase the involvement of fathers in their Early Head Start program and in the lives of their children. This submission requests approval to conduct the survey of demonstration staff and to collect father participation data from the demonstration program. To reduce the burden of demonstration staff, the survey is configured in four versions: Director, Father Coordinator, Family Specialist, and Teacher.
