This information
collection request, as amended by BLS in its 1/17/2003 e-mail memo,
is approved for an additional three years consistent with the
following terms of clearance: (1) BLS will follow the process
described in section B5 of the supporting statement when submitting
cog labs for OMB review, (2) BLS will provide OMB with an annual
summary report of cog lab activity. Reports will be provided each
October, and (3) BLS will not use this generic approval for
clearance of large-scale field tests or dress rehearsals for new or
existing surveys. Rather, the agency will include such activities
as part of the individual survey's clearance package. When
questions arise, BLS will consult with OMB as to which is the
appropriate method of submission for a particular item.

The proposed laboratory research will
be conducted from Fiscal Year (FY) 2003 through FY 2005 to enhance
data quality in the Bureau of Labor Statistics' surveys.
Improvements will be made by examining psychological and cognitive
aspects of BLS's data collection procedures, including
questionnaire design, interviewing procedures, collection
modalities, and administrative technology.
