Requires offerors of Federal contracts over $100,000 to certify that they will comply with the applicable toxic chemical release reporting requirements cited in E.O. 12969 of August 8, 1995, "Federal Acquisition and Community Right-to-Know", and if awarded a contract, the contractor must notify the contracting officer of any changes in exemptions the contractor has certified to.
