The United States Department of
Agriculture (USDA) is responsible for preventing the spread of
contagious, infectious, or communicable animal diseases (such as
scrapie) from on State to another, and for eradicating such
diseases from the United States when feasible.
On behalf of this Federal agency, I certify that
