Abstract: This independent cost/benefit analysis will identify current costs and benefits of the ADAM Program in a quantitative and qualitative manner, identify alternatives to ADAM and the degree to which they satisy user requirements, and produce a report and table of costs calculated as a "discounted" cash flow (benefits minus costs) over time (between 3 and 12 years).
