cleared to collect data from the first 3 sites with this approval,
but must come back to OMB with the revised protocol for later
investigations of the GFE and GMPA, including cross- walks between
those forms and the HUD-1. HUD is commended for their thorough
study of the new forms in order to allow consumers the most
understandable documents under the RESPA reform efforts. Burden
hours are changed to include only the first round of testing (at
the initial 3 sites). HUD should include the burden from the other
round of testing in the next submission.

This data collection is to test newly
redesigned forms used for real estate settlements with new and
experienced homebuyers. The Good Faith Estimate (GFE) and the
Guaranteed Mortgage Package Agreement (GMPA) forms will presented
to 75 subjects to determine how well they can use and understand
them. A crosswalk between these forms and the HUD-1 will also be
tested. The testing of the forms will take place in five cities in
two rounds. The forms will be modified based on the results of the
testing between the rounds.
