This information
collection request is approved as revised by CNCS in its 12/24/02
e-mail memo. In addition, this approval is conditional upon the
following terms of clearance: (1) Due to the study's methodological
limitations, CNCS will not be able to use the results to evaluate
the effectiveness of the CHESP program or any given CHESP grantee.
Instead, the results should be used to obtain information on CHESP
programs and their implementation experience. (2) Given that CNCS
has determined that another round of CHESP grants will be
distributed, OMB strongly encourages CNCS to consider collecting
baseline information from grantees prior to program implementation
so that the agency will be better able to evaluate the
effectiveness of this grant program. CNCS is also encouraged to
consult with OMB prior to submitting such a package for OMB review.
(3) CNCS is also encouraged to participate in the interagency
Confidentiality and Data Access Committee.

The Corporation of Community and
National Service will conduct a study of its Community, Higher
Education, and School Partnerships (CHESP) program to describe
CHESP grantees and subgrantees, their partnerships, and evaluate
the Implementation and Impact of the CHESP program. The Corporation
will use this information to determine whether CHESP provides an
effective model for service-learning initiatives that can be
replicated. The study will target all 21 CHESP grantees and all
CHESP lead subgrantee organizations (approximately 166) in a
one-time telephone interview.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
