This regulation, developed by the Bureau of Export Administration in consultation with other Federal agencies, implements the Administration's new encryption policy announced on July 17, 2000. The new policy amends the Export Administration Regulations (EAR) by liberalizing the licensing policy for exports and reexports of any encryption items to European Union (EU) member states Australia, Czech Republic, Hungary, Japan, New Zealand, Norway, Poland and Switzerland under License Exception ENC, as well as to foreign subsidiaries or officers of firms organizations and governments headquartered in these countries
