The request to reinstate the old survey for one year, and approve the new survey for FY 2003, 2004, and 2005 is granted on the following conditions: 1) OCSE will include the following language in the instruction sheet of the survey: "'Increased NCP parenting time with children' is defined as an increase in the number of hours, days, weekends, and/or holidays as compared to parenting time prior to the provision of access and visitation services." 2) OCSE will delete the optional outcomes from the survey. 3) Burden estimates are updated to reflect the collection of data for two periods in 2003 to 9,720 hours (4,860 hours x2). OCSE should submit a change in burden hours through a change worksheet (OMB 83-C) for 2004 when only one set of data is collected. In addition, changes in the percentage of responses collected electronically should also be submitted via a change worksheet.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 provides funding for state programs to facilitate noncustodial partents' access to and visitation of their children. Formula grants are provided to each state and territory. The Act also provides that regulations define states' requirements for monitoring, evaluating, and reporting. States are required to provide OCSE -- on an annual basis -- with information on services funded along with the inclusion of relevant data such as the numbers of persons served, sources of referrals, and program outcomes.
