The Forest
Service needs to change its racial/ethnicity question to comply
with OMB's 2003 guidelines. The "other" category must be deleted,
and the instruction must be modified to allow the option of
choosing more than one category. Additionaly, the
Hispanic/Latino/Spanish ethnicity question must be separated from
the racial question. The FS has committed to making the changes
through the surveying protocols, and changing the actual form at
the end of the fiscal year 2003. The FS is expected to submit to
OMB the corrected form at that time using a change work sheet.

This survey uses a double sampling
design to describe visitors to and to develop estimates of the
number of recreation visits to National Forests and Grasslands. The
purpose of its primary module is to estimate National Forest Visits
with a defined level of statistical accuracy and in a consistent
method for each National Forest in the US, in accordance with 1993
GPRA and Forest Service Manual requirements. To assist Forest staff
in planning and management decisions, various characteristics about
visitors are obtained. These characteristics include trip length
activity participation, travel distance, spending
