Abstract: The instrument will be the principle method for systematically gathering information about the experiences of minority entrepreneurs entering the broadcast industry or expanding their operations. NTIA will include the information in a report, which it has published in most years since 1990. The report will provide a basis for national policies to increase minority participation in the broadcasting industry, as well as for Administration initiatives to promote economic opportunity for minority-owned businesses generally.
