advised that, in the future, this collection should be submitted as
a regular, ongoing data collection. NTIA is also encouraged to
examine whether the survey provides adequate coverage of minority
broadcast owners. A qualifying statement explaining the methodology
used to identify minority owners should be included in NTIA's
report.

The instrument will be the principle
method for systematically gathering information about the
experiences of minority entrepreneurs entering the broadcast
industry or expanding their operations. NTIA will include the
information in a report, which it has published in most years since
1990. The report will provide a basis for national policies to
increase minority participation in the broadcasting industry, as
well as for Administration initiatives to promote economic
opportunity for minority-owned businesses generally. NTIA is the
only consistent source of information detailing diversity and
