provide us with the following: (1) a strategic plan to developing a
list of specific outcome goals and indicators (both Part C and
early childhood); (2) an action and resource plan for data
collection, including a discussion on how to account for state
methodological variability and capacity; (3) a proposal for how to
administratively implement this effort, or alternatively, a
discussion of the legislative actions needed; and (4) a clearly
laid out schedule and a target date for implementation. This
information collection will expire in 3 months, at which time ED
must report on any comments, problems, or concerns associated with
the implementation and/or collection of this information. ED will
also revise this collection, as needed.

The State Interagency Coordinating
Committee is required under section 641 of Part C of the IDEA to
submit an annual report to the Secretary and the State's Governor
on the status of the early intervention program for infants and
toddlers with disabilities and their families. States are also
required to submit a performance report to the Secretary under
section 80.40 of the Education Department General Administrative
Regulations. This collection serves both of these
functions.
