This revision
only incorporates the changes associated with the NSR revisions
which will go into effect on March 3, 2003. This ICR is approved
through October 2004, as requested by the agency. At that time EPA
should, as part of its regular 3-year reassessment required under
the Paperwork Reduction Act, evaluate the actual burden associated
with the post-reform requirements and the program as a whole. In
particular, EPA should provide a detailed assesment of the numbers
of minor NSR permitting actions and their associated burden. EPA
should also adjust the burden, as appropriate, to reflect the
change in burden that will be incurred by sources during the period
of time when the rulemaking is in full effect. (During the time
period considered for this ICR, the rulemaking only effects
Federally controlled areas, which EPA assumes covers only 38% of
all potentially effected sources.)

This ICR pertains to changes to the
New Source Review program codified in parts 51 and 52 of the Code
of Federal Regulations. These requirements govern the state and
Federal programs for preconstruction review and permitting of major
new or modified sources pursuant to Part C "Prevention of
Significant Deteriora- tion" and Part D "Program Requirements for
Nonattainment Area" of the Clean Air Act, as amended. (ICR 2074 was
published in the Rule - but the 1230.00 is actually the ICR for
this Rule.)
