year. HUD shall report to OMB prior to reclearance on the following
issues: (1) Response rate (2) Burden estimate (3) Ability of
respondents to to provide reliable data; interview should query
respondent on how often they are relying on actual data collection
rather than estimates, and how they are arriving at any estimates.
In addition, HUD has noted that the data collection is not an
"impact study" in any way, and can not be used to describe the
outcomes or effectiveness of the program. This is being used as a
demographic picture of the network neighborhood program only and
should be reported as such. Any reports should also note the
limitations of the data-- that respondents in most cases were
providing general estimates, instead of actual data collected at
the centers. Upon resubmission, OMB will waive the 60-day comment
period; HUD should submit the ICR to OMB and publish a 30-day
notice. OMB can, if concerns are satisfied, give up to a 2-year
reclearance for the project prior to a "full" clearance (including
a 60-day Federal Register notice). However, OMB's concerns must be
addressed in the resubmission package.
