Terms of Clearance: Approved for one year consistent with changes detailed in correspondence on 5/23/03. Both the CTC-1 and the CTC-2 applications are approved for one year. Funding for the CTC-1/CTC-2 should closely reflect the 75% /25% breakdown agreed upon by ED and OMB. ED should have in place objective criteria for determining the quality of the novice applications, and should only fund less than the 25% if novice applications do not meet the minimum standard for funding. ED shall report the funding breakdown between non-novice and novice applications to OMB after funding decisions have been made and should be prepared to explain any deviation from the 75%/25% breakdown. OMB will review the breakdown of funding for this year in the next clearance to determine if the funding priorities were correctly set in this year's competition. Upon resubmission of the CTC application for the next grant competition, ED will review the program to determine performance goals and revise the application to include prominently: (i) a list of program goals and of performance measures for those goals (ii) a requirement that applicants report on how they plan to achieve success in meeting those goals and how they will document that success for the Department; and (iii) guidance on what the Department expects successful program to achieve, including, where applicable, specific performance targets. Additionally, the CTC-2 package may change slightly from its current form; this can be handled through a change worksheet as necessary.
