When the FERC
resubmits the package upon the final rule's promulgation, it should
identify the costs that are incurred solely due to information
collection, dissemination, or storage, not those associated with
conditions or modifications required by the licensing/relicensing
process. The FERC should also calculate the hour burden by
estimating the proportion of the licensees that would choose each
of the three available processes, and multiplying each proportion
by the respective time each process is estimated to require for
completion.

In RM02-16-000, FERC proposes to
revise its regulations concern- ing the hydroelectric license
process under the Federal Power Act. The proposed revisions would
create a new licensing process in which a potential license
applicant's pre-filing consultation and the FERC's scoping
procedures in accordance with the National Environmental Policy Act
(NEPA) would be conducted concurrently.
