Manufacturers of motor-vehicle gasolines, diesel fuels, and additives for gasoline and/or diesel, are required to conduct health-effects research, unless they quality for an exemption. Many small businesses are exempt from some or all of the require- ments. Manufacturers of similar products have the opportunity to group and share the expenses. The information will be used to identify products whose emissions pose an unreasonable risk to public health.
