Terms of Clearance: Approved consistent with changes in memos dated 3/21, 3/24, and 3/27/03. This package was submitted as an emergency based on poor planning by the program staff-- a 60-day notice was published in November, well in time for a clearance to be approved prior to data collection using "normal" procedures. HUD will not be allowed to use emergency procedures for this type of planning failure again.

Abstract: Data are collected on a sample of households receiving HUD housing assistance subsidies. These households are interviewed and their incomes verified to determine if subsidies are correctly calculated. The study identifies the costs and types of errors. The results are used to target corrective actions and measure the impact of past corrective actions.
