In accordance with Section 4(d) of the
Endangered Species Act, NOAA proposes regulations that would
prohibit "take" of threatened salmonids and also proposes to modify
"take" prohibitions prohibitions already in place. Regulations
identify programs or circumstances in which the "take" prohibitions
would not apply. States, local governments, other entities may
submit information to demonstrate that a program qualifies to be
within those specified programs or circumstances and that therefore
would not be subject to the prohibitions.
On behalf of this Federal agency, I certify that
