MMS seeks, through pilot programs, to evaluate the feasibility and cost-effectiveness of taking Federal oil and gas royalties as an "in-kin" share of production (RIK) rathan than as a share of the value recognized from sale of production by the lesses (in -value royalty payment). MMS will monetize the royalty product- ion it takes and appropriately distribute the resulting revenues.
