Abstract: The Tax Reform Act of 1986 (Sec. 251) requires the Sectary of the Interior to certify to the Secretary of the Treasury, upon application by owners of historic properties: (1) that the pro- perties are historic properties, and (2) that rehabilitation work on such properties is consistent with their historic characters.
