Item 14 adjusted to avoid double counting of hours and costs. We have used preamble section in lieu of the supporting statement for this review. Please provide supporting statement for emergency clearances in the future. This ICR went through the NPRM process. We simply need a regular ICR package to process for the regular clearance which RSPA should do expeditiously.

Hazardous materials are clearly identified to ensure safe and appropriate handling, and to faciliate emergency response during transportation; security threats are not specifically addressed. Security plans will enable shippers and carriers to reduce the possibility that a hazardous materials shipment will be used as a weapon of opportunity by terrorists.
