On October 17, 1997, the Commission released a Report and Order and Second FNPRM, FCC 97-376. Among other things, FCC 97-376 finalizes the Commission's rules concerning the disposition of home wiring and cable wiring in multiple- dwelling units. These rules, as well as the Commission's signal leakage rules, now apply to all non-cable multichannel video program distributors. On January 29, 2003, the Commission adopted the First Order on Reconsideration and Second Report and Order (2nd R&O), FCC 03-9, which revises rules adopted in the Report and Order and Second FNPRM.
