In accordance
with 5 CFR 1320, the information collection is not approved at this
time. Prior to completing the rulemaking, the agency should
re-evaluate its burden estimates to determine whether all the
burden identified is imposed by the U.S. To the extent that
entities have already adopted pallet labeling because of foreign
government requirements, the burden calculation should reflect only
the additional burden imposed by the U.S. requirements.

We are proposing to amend the regs for
the import of unmanufactured wood articles to adopt an
international standard entitled "Guidelines for Regulating Wood
Packaging Material in International Trade." We propose to adopt the
IPPC Guidelines because recent analyses of pest interceptions at
ports show an increase in pests associated with certain wood
packing material. This change would affect all persons using wood
packaging material in connection with importing goods into the
US.
