The American Indian Trust Fund Management Reform Act of 1994 was enacted to allow tribes more control of the funds held in trust for them by the Federal Government. The law was designed to provide guidance as tribes decided to handle and invest their own funds; but it also ensured that tribes and not the Secretary of the Interior became liable for the management decisions. The process allows for technical assistance to the tribes to help ensure their success.
