The Comptroller's Licensing Manual
explains the OCC's policies and procedures for the formation of a
new national bank, entry into the national banking system by other
institutions, and corporate expansion and structural changes by
existing national banks. Banks and other interested parties use the
Manual to determine where and how to file an application and to
identify the regulatory requirements affecting corporate changes.
Banks and OCC personnel use the Manual to further their
understanding of corporate application procedures.
