with 5 CFR 1320, OMB must ensure that each information collection
package has practical utility. In order for OMB to assess whether a
particular information collection is necessary, the agency must
submit the appropriate statute as part of the information

The Federal Railroad Administration
and the railroad industry use the information to determine the
extent of alcohol and drug abuse on railroad property as well as to
currail widespread alcohol and drug use.
