through 2/2004 under the condition that no later than 11/2003 the
ONDCP submits to OMB an analysis of general and item nonresponse
and the characteristics of nonresponse bias, as well as any other
significant issues that may arise in fielding this instrument in
localities. ONDCP must consult extensively with the Department of
Education in fielding this project and analyzing the results. In
addition, ONDCP must brief OMB before publically releasing the
study's findings. Lastly, OMB emphasizes that this project is
merely exploratory in nature and will not produce representative
data that can be generalized to all schools/districts/dioceses or
even subsets or categories of these entities. Therefore, the
results of this study will have limitations in policymaking and
should be caveated appropriately.

The purpose of this data collection is
to identify schools or school districts that currently conduct
student drug testing programs and to assess the common
characteristics of existing programs.
