As required by GPRA, SSA must establish the means for measuring its progress in acheiving Agency-level goals. SSA established the PUMS as a tool for measuring its performance in meeting its public education objective. Surveys have been conducted yearly since 1998. SSA has recently issued a new strategic plan for 2003-2008. Under the new plan, the relevant performance objective is the percentage of American adults who are knowledgeable about the current SSA programs.
