ED will examine
potential NR bias due to nonresponding districts through analysis
of existing data or through other means determined in consultation
with OMB. ED will report the results of this work to OMB. In
addition, ED will examine potential biases introduced by item
missing data on analyses of major outcome variables and will
appropriately note important effects in their reports or
appendicies. ED will also ensure that all race and ethnicity
questions conform to OMB standards.

SEELS will provide the first national
picture of the experiences and outcomes of students in special
education ages 6 through 12 at the outset of the study. The study
will inform special education policy development and support GPRA
measurement and IDEA reauthorization. Data will be collected 3
times over a 5 year period from the parents, teachers and
principals of sampled students.
