Approved for the remainder of the original clearance. It is noted that there was a significant breakdown in the planning process at ED from the start of this study, leading to the late collection of data. This late collection of data led ED to determine that a repeat data collection was necessary for the integrity of the study. In collecting these data so much later than planned, significant funds were expended for a data collection with limited utility, and those data had to be collected again at a significant cost to the government. ED shall work to ensure that this planning problem, and the resulting fiscal management issues, do not occur in the future. As such, ED policy officials within IES have agreed to meet with OMB to discuss general requirements under the PRA to ensure that IES is building in enough time in their planning process to account for a full OMB review.

The purpose of the PCER program is to implement rigorous evalua- tions of preschool curricula that will provide information to support informed choices of classroom curricula for early child- hood programs. This research program supports research that will determine, through randomized experiments, whether one or more curricula produce educationally meaningful effects for children's language skill, pre-reading nd pre-math abilities, cognition, general knowledge and social competence.
