Abstract: Section 141(a), title 23, U.S.C. (Attchment A) requires all States to certify yearly to the Secretary of Transportation that they are enforcing their size and weight limits on the Federal- aid highways in their States. Section 141(b)(1) directed the Secretary to adopt regulations necessary to verify the accuracy of the States' certification.
