A defective freight car being moved for repair purposes must be marked with a tag indicating that it is being moved for repair and must include specific identifying information, including the specific conditions under which such a vehicle can be moved. Additionally, such a car can only be moved after a qualified inspector -- duly designated by the railroads on the mandatory list makes a determination that the freight car is indeed defective.
