Abstract: When USAID is not party to a project contract in which it finances commodities, it needs some means to collect information and to take propriate action in the event suppliers do not comply with USAID requirements. The information enables USAID to keep record of expenditures for program management purposes and required reports. It also allows for positive identification of transactions where overcharges occur and monitoring of small business, small disadvantage business, and women-owned business participation.
