Approved with the following terms of clearance: (1) SAMHSA shall investigate the use of retrospective reports to measure annual change, because this change in methodology may introduce response errors that were not present in estimates of yearly change calculated with the overlapping sample. SAMHSA shall report results of this investigation to OMB before changing their methodology. (2) SAMHSA shall provide OMB with the report they are planning to prepare regarding the effectiveness of increased targeting of the age 50+ participant group to determine the effect on response rates for this group. (3) SAMHSA will revise the survey, as noted in the 9/29/03 memo, to include more questions on OxyContin use.

The NSDUH (formerly the National Household Survey on Drug Abuse) is a survey of the civilian, noninstitutional population of the United States, age 12 and over. The data are used to estimate the prevalence of cigarette, alcohol and illicit drug use, and abuse of licit drugs. Results are used by SAMHSA, ONDCP, and other Federal agencies and other researchers and organizations to establish policy, direct program activities, and better allocate resources.
