Terms of Clearance: Burden estimates seem low, especially considering applicants must also provide a narrative and associated documentation demonstrating support from local governments. FWS should include the time it takes to obtain such support in its estimates. Given the applicants reside outside of the U.S., FWS should contact prior applicants to verify its burden estimates, rather than solely rely on the FR notice and comment process. FWS shall describe its efforts to contact applicants in its next submission for OMB approval.
