Burden estimates
seem low, especially considering applicants must also provide a
narrative and associated documentation demonstrating support from
local governments. FWS should include the time it takes to obtain
such support in its estimates. Given the applicants reside outside
of the U.S., FWS should contact prior applicants to verify its
burden estimates, rather than solely rely on the FR notice and
comment process. FWS shall describe its efforts to contact
applicants in its next submission for OMB approval.

The Multinational Species Conservation
Fund, authorized by Public Law 100-478, 103-391, 105-96, and
106-411, provides fund- ing for conservation projects through
submission of proposals. These four forms allow us to request
proposals for grant awards.
On behalf of this Federal agency, I certify that
