Abstract: Given the size of the program's fiscal year 2003 appropriation, the Mathematcs and Science Partnerships program (Title II, Part B of the Elementary and Secondary Education Act, as amended by the No Child Left Behind Act of 2002 (Pub. L. 107-110) becomes a State educational agency (SEA)-administered formula grant program Section 2202 of the ESEA has the Department make awards to SEAs without allowance for its review and approval of a program application.
