Terms of Clearance: Approval is granted for one year only because more information is needed on how OPE will ensure that the "project goals" used by grantees are useful metrics for determining performance achieve- ments. Furthermore, OPE must provide grantees with performance measures that will assist the program in meeting PART and GPRA requirements.
