Abstract: FCC Form 314 is required to be filed when applying for assignment of a broadcast station construction permit or license. One July 2, 2003, the FCC released a Report and Order and NPRM, MB Docket No. 02-277. Among other things, the R&O requires applicants filing Form 314 to submit an exhibit to demonstrate compliance with the multiple ownership rules and cross-media limits, or supporting an exemption from, or waiver of 47 CFR Section 73.3555. Appliants must show compliance with the local radio ownership rule using either the interim contour-overlay or Arbitron Metro methodologies.
