During the data
collection period, Census should provide monthly status reports
including mail and internet receipt as well as promotional
activities. Evaluation of this test should describe the matching
and/or verification activities related to collecting passport and
social security numbers and any other efforts related to validity
of data submitted. Conducting this test will not provide response
rates or statistical assessment of coverage. Rather, this test is
to be focused on feasibility of counting Americans overseas and the
evaluation/analysis should include an assessment of that
feasibility and how it specifically relates to any further testing.
If further testing appears warranted, Census should provide an
integrated plan that accounts for the feasibility study done in 04
and how those results informed subsequent test designs.

In preparation for the 2010 Census,
the Census Bureau plans to conduct the 2004 Overseas Enumeration
Test as part of a research and testing program designed to
determine the feasi- bility, quality, and cost of enumerating
Americans living overseas during the 2010 Census. The 2004 test
will include U.S. citizens living in France, Kuwait, and Mexico,
regardless of how long they have resided abroad. The results of the
2004 test will be used to provide information and recommendations
to inform a test in 2006. If the Census Bureau and the Congress
